미중 무역전쟁이 세계 경제에 미치는 영향이 점차 본격화하고 있다. 미국의 고용지표 부진으로 연방준비제도의 금리 인하 기대감이 고조되는 가운데, 연준이 당분간 경기 흐름을 관망한 후 기준 금리를 9월 인하에할 것이라는  전문가들의 전망이 나오고 있다. 일본은행은 국채 매입 규모를 늘려 완화적 통화정책 기조를 강화했다.

지난주 발표된 미국의 5월 비농업부문 신규 고용은 7만5000명으로 시장 전망치 18만 명의 절반에도 미치지 못했다. 실업률은 3.6%로 전월과 같은 수준을 나타냈고, 시간당 임금은 3.1% 상승했다. 미국의 4월 도매재고도 전월대비 0.8% 증가 시장의 예상치 0.7%를 상회했고 전년 동월대비로는 7.6% 증가했다.

제롬 파월 연준 의장은 지난 4일 “늘 그렇듯이 경제 상황을 면밀하게 모니터링하고 있다”며 “고용 호조와 2% 수준의 물가 목표와 함께 경제 성장세가 지속하도록 적절하게 대응할 것”이라고 말했다. 일각에서는 이 같은 발언이 기존 스탠스에서 크게 달라진 게 아니라는 지적도 있었으나, 시장은 이 발언을 금리 인하 가능성을 열어둔 것으로 해석했다.

국제금융센터는 8일자 보고서에서 미국의 5월 고용지표 부진이 파월 의장의 발언으로 촉발한 시장의 금리 인하 기대감을 고조시켰다고 밝혔다.

다만 월가 전문가들의 전망에서는 시장의 기대감과 방향은 같지만 약간의 온도 차가 느껴진다. 국금센터는 뉴욕 사무소의 월가 전문가 면담 결과를 담은 10일자 보고서에서 “고용지표가 연준의 금리정책에 직접적인 영향을 미치지는 않겠지만 경기둔화 우려와 무역정책 리스크, 낮은 인플레이션 등과 함께 금리 인하 압력을 강화하는 요인으로 작용”할 것이라는 전문가들의 시각을 전했다.

국금센터에 따르면 JP모건의 마이클 페롤리 이코노미스트는 월간 지표의 변동성을 감안하더라도 고용 증가의 하향 추세는 분명하다며 연준은 당분간 관망기조를 보인 후 9월과 12월에 금리를 인하할 가능성이 있다고 전망했다.

에버코어-ISI(Evercore-ISI)의 딕 리퍼 이코노미스트도 일자리 증가와 임금 상승률 등 이번 고용 지표 결과는 대체적으로 시장 예상을 하회”하고 있다며 연준이 올해 9월과 12월, 내년 3월 정책금리를 인하할 가능성이 있다고 전망했다.

브루킹스연구소 허친스센터(Hutchins Center on Fiscal and Monetary Policy, Brookings)의 데이빗 웨슬 연구원은 연준이 수주내 금리를 인하할 것으로 보이지는 않으며 적어도 7월 이후에나 인상을 고려할 것으로 전망했다.

씨티은행도 연준이 9월에 50bp, 12월에 25bp의 금리 인하에 나설 것으로 보이며 이르면 6월부터 자산매입 축소도 중단할 가능성이 있다는 전망을 했다고 국금센터는 전했다.

이런 가운데 일본은행은 10-25년물 국채 매입 규모를 종전보다 4백억 엔 늘린 2천억 엔으로 확대하기로 했다. 국금센터는 “주요국 중앙은행의 완화적 기조에 보조를 맞추기 위한 조치”라고 설명했다.

일본의 4월 가계 소비지출은 전년 동월비 1.3% 증가, 시장의 전망치 3.1%에 미치지 못했다. 하지만 4월 경기동향지수는 자동차 생산 호조에 힘입어 101.9로 전월대비 0.8p 상승했다.

성장률 전망 하향 봇물…독일 성장률 전망 1.0%p 하향

국제통화기금(IMF)은 4월 올해 세계 경제 성장률 전망치를 3.3%로 1월 전망치에 비해 0.2%p 하향 조정했다. 경제협력개발기구(OECD)도 지난달 한국의 올해 경제성장률 전망치를 종전 2.6%에서 0.2%p 하향 조정했다. 무역전쟁에 따른 세계 교역량 위축이 주요인이었다.

독일 중앙은행은 지난주 수출과 산업활동 부진을 고려해 독일의 올해 성장률 전망치를 0.6%로 종전 전망치에서 1.0%p 하향 조정했다. 독일의 4월 산업생산도 전월비 1.9% 감소, 시장이 예상한 0.5% 감소보다 큰 폭의 감소세를 나타냈다.

이탈리아 중앙은행도 대외수요 감소에 따른 수출 부진을 고려해 올해 성장률 전망치를 종전보다 0.3%p 낮은 0.6%로 하향 조정했다.

영국도 합의 없는 브렉시트 영향으로 경기침체에 빠질 수 있다는 유럽부흥은행의 경고가 나왔다고 국금센터는 전했다.

시장의 우려를 불러왔던 미국의 멕시코산 수입품에 대한 관세 부과는 일단 철회됐다. 양국은 멕시코가 과테말라 국경 지역에 군대를 배치하는 등 불법 이민자 유입을 막기 위해 노력하고 미국산 농산물 구매를 늘린다는 내용의 합의안을 도출했다.

악화 일로를 걷던 미중 무역전쟁은 오는 28-29일 열리는 G20 정상회의가 최대 분기점이 될 전망이다. 미중 정상은 G20 정상회의 기간 중 양자 회담을 열 계획이다.

로이터 등의 보도에 따르면 시진핑 중국 국가주석은 7일(현시시간) 러시아 상트페테르부르크에서 열린 연례 국제경제포럼총회에 참석해 미중 관계의 붕괴를 원치 않는다고 말했다. 그는 특히 “트럼프 대통령은 내 친구”라고 발언하는 등 미국에 대해 유화적인 태도를 보였다.
