Pictures showing a woman cleaning windows from the outside at a multi-storey residential building in Hong Kong have gone viral on social media after new regulations forbidding the practice were introduced earlier this year.
Pictures uploaded by a Facebook user on Sunday morning show a woman seen standing outside the windows of an apartment in Celestial Heights in Ho Man Tin in Kowloon. The woman is clearly engaged in cleaning the windows.
The Facebook user indicated that she could not see clearly whether the woman had a safety belt. It was difficult to identify whether the woman was a domestic worker or not.
Others commented that it was dangerous for any person to clean external windows without having received proper training. They said the apartment owner should hire professionals to do the job.
Over the past five years, there have been five cases of foreign domestic workers falling to their deaths while cleaning windows. On August 9 last year, a 35-year-old Filipino maid fell from an apartment on the 49th floor in Lohas Park in Tseung Kwan O whilst doing so.
New regulations, effective from January 1 this year, stipulate that no part of a domestic worker’s body, arms excepted, must be outside of a window while it is being cleaned.

The employers should be reprimanded if they force dangerous practices. Helpers get little for what they do and making them risk their lives is unacceptable
