緬甸最著名的憲法與人權律師哥尼（Ko Ni）被暗殺2年後，正義仍然沒有得到伸張。亞洲時報（ATimes.com）報導

考慮到哥尼與執政的全國民主聯盟黨高層有關係，並且在幕後修改賦予著軍隊不成比例的政治和行政權力的憲法，因此他的案件至今未結就更不足為奇了。

2017年1月29日，哥尼從海外旅行返回緬甸時在仰光國際機場的候機樓被槍殺。

哥尼的葬禮上，通往仰光北郊穆斯林墓地的道路上排滿了車子，成千上萬的人前來祭拜他。

大多數哀悼者都是戴著頭巾的穆斯林，但是人群中也有各種不同信仰的人，宗教界的人士都對他非常欽佩。國際媒體當時猜測這宗暗殺或與哥尼的信仰有關，一些報道將此案與軍隊在若開邦西部鎮壓穆斯林羅興亞人聯繫起來。

但據哥尼的親密同事說，這些猜測並不準確。哥尼擔任國家參贊昂山素姬執政的全國民主聯盟黨的法律顧問，也是當地新聞自由和推動民主變革的人權組織的合作夥伴。在他被謀殺時，他專注於修改甚至取消軍方2008年的憲法。該憲法保證武裝部隊的主導性政治角色，包括通過議會25％席位的任命。

儘管緬甸幾十年來由直接或代理的軍事統治漸漸過渡到民選政府，武裝部隊仍然只服從憲法規定的軍事總司令的命令。軍方還負責監督該國三個最強大的部門，即國防、內政和邊境事務。警方，包括其無所不在的特別分支機構，都設在內政部下。

對鞏固軍事主導結構的憲法條款的任何修改都需要在兩院議會中投票，必須有超過75％的投票者支持修正。

眾所周知，哥尼正在研究一種新的、更民主的憲法。他在私下辯稱，雖然全國民主聯盟黨主導的議會在修改憲法的能力方面可能受到限制，但沒有法律阻止它廢除現有憲法並啓用新憲法。

哥尼還與記者合作，瞭解他們在實踐職務時面臨的法律威脅，以及如何保護自己免於帶有政治動機的誹謗或訴訟。

從法庭訴訟程序來看，哥尼的謀殺案不會很快得到結果。4名嫌疑人曾於2017年3月被帶到法庭，第5名嫌疑人的兄弟案發不久後神秘消失。

據當地媒體報道，一名前軍隊上校也曾受到警方的質疑。

仰光法院計劃於2月1日聽取案件的最終論點。但是，正如國際法學家委員會在一份聲明中所說的那樣，「調查……一直受到阻礙，包括主要嫌疑人的下落不明……以及軍方參與警方調查。」

由於幾名嫌疑人是前軍官，獨立觀察者強烈猜測軍隊可能參與謀殺，儘管武裝部隊的發言人堅決否認。

無論最終判決如何，對軍方高層參與哥尼謀殺案的懷疑將繼續存在。但正如國際法院指出，這一案件也許永遠不會有水落石出的一天。
