隨著2020年東京奧運會的臨近，日本東京都政府也積極行動起來，在2月公佈了《東京都暴力團排除條例》的修正案，用「雙罰」制度解決黑社會收「保護費」的問題，東京的華人商販認為這有失公正。

據《日本新華僑報》報導，東京都政府指定的「暴力團排除特別強化區域」，長期以來存在著日本人黑社會組織收取「保護費」的問題。

過去，警方一旦抓住收取「保護費」的日本黑社會組織，會按照「直罰規定」的原則，對黑社會組織成員立即進行50萬日元（約4,500美元）以下的罰款，情節嚴重的會進一步通過司法手續，將其判處一年有期徒刑。而對於繳納「保護費」的店鋪，警方看作是「受害者」，不進行直接的處罰。

但是，東京都政府這次把相關法律做了調整。今後遇到「保護費」的問題，不僅要懲罰收取「保護費」的黑社會組織成員，同時也要懲罰繳納「保護費」的店鋪經營者。警方指出，這些繳納「保護費」的店鋪經營者，屈服於黑社會組織的壓力，導致這些「保護費」成為當地黑社會組織的活動資金。警方試圖用「雙罰」的方式解決這個問題。

位於新宿的一家中餐館的華人女老闆表示，東京都警方決定今後對繳納「保護費」的店鋪經營者也進行直接處罰，是有失公正的。她說：「我們這裡開設中餐館的華僑華人，沒有人是願意主動繳納保護費的。但是，當地黑社會組織成員用各種各樣的方式逼迫我們繳納保護費。」

她指，若店鋪拒絕繳納保護費，黑幫會派出捲髮紋身漢來要白開水喝，要求繳交保護費；若店鋪報警的話，黑漢在會警方趕到之前叫一碗炒飯和一份榨菜。警方訊問他情況，他要麼投訴餐廳服務態度不好，要麼就說中國人日語不好，曲解了他的意思。警方拿他也沒有辦法，紋身漢往往第二天還會來，令生意受到很大影響。

位於池袋的一家中式居酒屋的華人經營者稱，當地黑社會組織成員收取「保護費」有各種各樣的方式，有的是明刀明槍地要現金，有的是過新年的時候給你抱過來兩棵放在門口的門松，本來就值3萬日元，他們拿過來的發票上卻寫著30萬或40萬日元。如果不給他們，他們就會在店內醉酒鬧事。

目前，在2020年東京奧運會來臨之前，東京都政府希望打造出「世界上最安全的城市」形象，也為此做了一些努力，但在根除黑社會組織上仍要下大功夫。
