타이완 국방부가 최근 생물학전 방어 체제 강화를 위한 5개년 계획과 함께 생물안전 연구소 업그레이드 계획을 공개했다.
타이완에서 가장 인구가 많은 신베이시(New Taipei City)에 있는 이 생물안전 4등급 연구소는 세계보건기구(World Health Organization, 이하 WHO) 기준에 따라 설계됐고, 현재 국방대학교의 관리․감독을 받고 있다.
WHO 최고 등급에 해당하는 4등급을 받은 연구소들만이 전염 가능성이 매우 높거나 미확인 병원균 처리 자격이 주어진다. 생물안전 4등급은 생물안전 주의 최고 등급이며, 공기로 쉽게 전파가 가능하고, 백신이나 치료법이 없어 인간에서 심각하거나 치명적인 질병을 유발할 수 있는 물질 연구에 적합하다.
중국이 우한(武漢)과 하얼빈(哈爾濱)에서 아시아 최대의 4등급 생물안전 연구소인 바이러스학 연구소(Institute of Virology)를 열기 전까지 타이완과 일본에서만 4등급 연구소가 있었다. 이 연구소들은 전염병 연구와 생물학 무기 방어에 필요한 중요한 자산이다.
타이완 국방부는 “전염병 연구와 생물학전 방어 연구 강화를 위해 가장 중요한 일이 생물학적 연구 분야에서 앞서가는 것이다”며 “연구소 업그레이드는 중국이나 테러리즘의 생물학전 위협이나 자연적으로 생기는 질병에 선제적으로 대응하기 위한 방안”이라고 말했다.
중국도 2020년대 중반까지 전국적으로 5~7곳의 4등급 연구소 건립 계획을 공개했다. 우한 연구소를 세우는 데는 4,400만 달러가 소요됐다. 연구소는 안전 우려를 낮추기 위해서 홍수 위험이 있는 지역으로부터 멀리 떨어진 곳에 세워지고, 진도 7의 강진도 견딜 수 있도록 설계된다.
연구소는 신생 질병 통제에 집중하고, 정제 바이러스를 보관하고, 전 세계 유사 연구소와 연결되어 있는 WHO 거점 연구소 역할을 한다. 다른 두 연구소는 베이징과 쿤밍(昆明)에 세워질 예정인데, 특히 쿤밍 연구소는 원숭이를 이용한 질병 연구를 전문으로 할 예정이다.
