A 26-year-old unemployed Filipino was jailed for 16 months and given six strokes of the cane by a Singapore State Court on Tuesday after he pleaded guilty to two counts of harassment under the Moneylenders Act and an unrelated charge of criminal intimidation, while four other similar charges were considered during his sentencing.
The defendant, Sittaraman Sam Kris Carbonel, met a 25-year-old Singaporean man in March, who learnt about his financial plight and gave him a job – for four months later – as a “runner” for an unlicensed moneylender, Shin Min Daily News reported.
From 11:30pm on July 24 till 7am the next day, Carbonel and two accomplices locked-up people’s homes with bicycle locks, while spraypainting messages on walls of debtors living in HDB flats in Bukit Panjang, Boon Lay, Choa Chu Kang and Jurong East, the court heard.
They took pictures of each activity they undertook – and earned S$200 (US$147) for each act of harassment.
On the morning of July 25, the trio were ordered to throw faeces at a seafood hawker’s stall in a food centre in Pasir Panjang. However, rather than throw real poo, the trio came up with a substitute by mixing melted chocolate, kaya and green tea.
They then splashed paint, writing the debtor’s identity number and throwing the fake poo on the roller shutter of the victim’s stall. Each of them was paid S$300 (US$220) for that act of harassment.

Why is a foreigner allowed to be in Singapore for more than a week being unemployed?? The ICA and MOM have to answer to that. If a foreigner was previously employed and subsequently unemployed, he/she has up to 7 days to pack up and leave Singapore! How dud this man stay on for 4mths???
