For nearly eight decades, East Asia’s security architecture rested on a predictable premise: Japan would remain a strictly defensive fortress, constrained by Article 9 of its 1947 constitution and its historical Senshu Boei (exclusively defense-oriented) doctrine.
That foundational assumption has now evaporated – with major implications for regional security.
Confronted by China’s rapid military expansion, North Korea’s relentless missile testing, and deepening Sino-Russian security coordination, Tokyo has undertaken its most radical defense transformation since World War II.
The shift from passive defense to active deterrence is no longer a matter of theoretical debate in the Diet. It is a deployed, high-tech operational reality reshaping the First Island Chain.
The strategic catalyst arrived in December 2022 with the revision of Japan’s National Security Strategy (NSS), which formally authorized the acquisition of counterstrike capability (hangeki noryoku). This policy shift broke the long-standing 1% of GDP cap on defense spending, aiming for 2% by 2027, effectively creating the world’s third-largest defense budget.
Rather than relying solely on defensive interceptors like Aegis SM-3s and Patriot PAC-3s, which risk being overwhelmed in a high-density saturation attack, Japan’s new doctrine seeks to hold adversary missile launchers and command nodes at risk from stand-off distances.
This doctrine materialized in concrete hardware terms in late March 2026 when Defense Minister Shinjiro Koizumi announced the operational deployment of Japan’s first domestically developed stand-off weapons.
The upgraded land-based Type 12 surface-to-ship missile was officially designated as the Type 25 SSM, alongside the hypersonic Type 25 Hyper Velocity Gliding Projectile (HVGP).
The momentum accelerated further on July 30, 2026, when an F-2B prototype fighter from the Japan Air Self-Defense Force (JASDF) conducted its inaugural captive-carry flight test of the air-launched Type 25 variant at Gifu Air Base.
These milestones represent far more than incremental technological upgrades; they mark a decisive structural pivot in Indo-Pacific geostrategics. By fielding a stealthy, multi-platform, long-range missile family capable of striking land and naval targets up to 1,000 kilometers away, including in mainland China, Tokyo is directly challenging People’s Liberation Army (PLA) operational planning.
Significantly, the Type 25 program directly undermines Beijing’s “systems confrontation” strategy, which relies on clear, predictable target sets, by introducing mobile, highly survivable and long-range Japanese strike assets into the regional balance of power.
Long-range precision strike
The technological evolution from the legacy Type 12 to the newly christened Type 25 SSM underscores Japan’s engineering leap. The original Type 12, introduced in 2012, was a conventional anti-ship missile with a limited range of roughly 200 kilometers.
In contrast, the Type 25 features a completely redesigned, low-observable airframe with a reduced radar cross-section, an energy-efficient turbofan engine and a range extended to 1,000 kilometers, with future iterations targeting 1,500 kilometers.
Integrated with satellite-guided GPS/INS, terrain-referenced navigation and network-enabled real-time target updating, the Type 25 transforms Japan’s coastal artillery into a formidable long-range precision instrument.
The air-launched variant’s flight test campaign at Gifu Air Base revealed crucial tactical synergies. Carried on the inboard wing pylons (stations 4 and 10) of an ADTW F-2B testbed, the booster-less air-launched Type 25 is being developed concurrently with the supersonic ASM-3 Kai anti-ship missile.
Because the ASM-3 Kai occupies mid-wing pylons (stations 3 and 11), Japanese planners are creating a “mixed-loadout” doctrine. A single F-2 fighter could launch two supersonic ASM-3s alongside two stealthy subsonic Type 25s, forcing adversary shipborne air defenses to simultaneously track and intercept two radically different speed profiles and flight trajectories.
Equally potent is the Type 25 HVGP, a hypersonic glide weapon deployed initially to Camp Fuji for doctrine development, with operational units slated for Hokkaido and Miyazaki. Capable of flying at speeds exceeding Mach 5 along unpredictable, non-ballistic glide paths, the HVGP Block 1 is engineered to defeat modern anti-ballistic missile defenses.
Complementing these hypersonic gliders, the initial deployment of Type 25 SSMs to the 5th Surface-to-Ship Missile Regiment at Camp Kengun in Kumamoto, Kyushu, places key maritime chokepoints and parts of the Chinese mainland within direct range of ground-based Japanese batteries.
The Taiwan nexus
Geopolitically, the Type 25 deployment is inextricably linked to Taiwan’s stability and the security of the Ryukyu Island arc. Tokyo’s defense establishment views a Taiwan contingency as an existential threat to Japan’s own national security, given that remote Japanese islands like Yonaguni lie barely 110 kilometers from Taiwan’s eastern coast.
By stationing 1,000-kilometer-range missiles in Kyushu and the Nansei chain, Japan establishes its own local Anti-Access/Area-Denial (A2/AD) umbrella. In any cross-Strait crisis, Chinese naval surface groups attempting to isolate Taiwan from the east through the Miyako Strait would operate within the crosshairs of land-based Japanese strike units.
This operational evolution fundamentally alters the division of labor within the US-Japan alliance. Historically, Japan acted exclusively as the “shield” through air defense and anti-submarine warfare, while the United States provided the offensive “spear.”
The introduction of the Type 25 gives Tokyo an organic tactical spear, enhancing bilateral deterrence. To bridge the timeline while domestic production scales, Japan is procuring 400 US Tomahawk cruise missiles (1,600-kilometer range) for its Aegis destroyers, such as JS Chokai and JS Teruzuki, creating a complementary high-low strike mix alongside the Type 25.
Despite hardware advances, a critical strategic bottleneck remains in long-range Intelligence, Surveillance, and Reconnaissance (ISR) and targeting. Firing a missile 1,000 kilometers away requires continuous, real-time target identification beyond the radar horizon.
With a modest fleet of nine operational ISR satellites, Japan currently lacks the independent space-based sensor density needed to track mobile targets in real time.
For now, Japan’s counterstrike architecture depends on US space assets and target-processing feeds through Combined Joint All-Domain Command and Control (CJADC2) structures, though Tokyo is actively seeking supplementary ISR partnerships with the UK, Australia and Finland.
Broader Asian horizon
Predictably, Beijing has reacted with fierce opposition to Japan’s intensified remilitarization. Chinese Defense Ministry spokespersons and official commentaries in the People’s Liberation Army Daily have accused Tokyo of stripping away its pacifist pretense and leaping toward “first-strike capabilities” under the guise of counterstrike defense.
Beyond such rhetoric, the PLA is recalibrating its own operational posture. Militarily, Beijing is expected to expand its electronic warfare and anti-satellite capabilities in a bid to blind alliance ISR nodes, while also deploying pre-emptive targeting packages against Japanese bases in Kumamoto and Kyushu in the event of armed escalation.
Simultaneously, Japan’s defense buildup is generating significant geo-economic and security ripples across Southeast Asia.
Through the Official Security Assistance (OSA) framework inaugurated in April 2023, Tokyo has transitioned from purely development-oriented aid (ODA) toward granting non-lethal military equipment to “like-minded” ASEAN nations.
By supplying coastal surveillance radars to the Philippines and maritime monitoring assets to Malaysia, Japan is helping Southeast Asian states bolster their own coastal awareness while forging an interconnected maritime surveillance network across the South China Sea.
While current OSA grants remain modest in budget, they serve as a strategic stepping stone for broader defense-industrial cooperation and dual-use infrastructure development. Upgrading regional ports and airfields facilitates future operational visits by Self-Defense Force vessels and aircraft, expanding Japan’s strategic depth.
Over time, as Japan further relaxes its defense export guidelines, mature technologies derived from programs like the Type 12 and Type 25 could find export markets among Indo-Pacific littoral states seeking cost-effective coastal defense solutions against unilateral coercion.
Ultimately, the operational arrival of the Type 25 missile system signals the dawn of a mature, self-reliant Japanese defense posture. By marrying technological sophistication with geostrategic intent, Tokyo has permanently altered the deterrence calculus in the Western Pacific.
As power dynamics in the Indo-Pacific continue to fluctuate, Japan’s long-range precision strike capability ensures that any attempt to alter the regional status quo forcibly will carry an unprecedentedly high cost.
