소비 약세가 지속될 경우 미국의 GDP 성장률은 0% 아래로 떨어질 수도 있다. 미국 소비자들은 9월 1일 트럼프 정부가 중국산 수입품에 추가 관세를 부과하기 전부터 이미 관세 전쟁에 놀란 것 같다. 이런저런 증거들은 미국 소비자들이 물가 상승에 극도로 민감하게 반응한다는 걸 보여준다. 이들은 따라서 물가가 오르면 소비지출을 줄인다.
미시간대는 8월 30일 보도자료를 통해서 “조사에 응한 미국 소비자 3명 중 1명이 관세가 소비 축소에 영향을 미쳤다고 대답했다. 신속하게 해결됐던 재정절벽을 둘러싼 우려와 달리, 트럼프 대통령의 관세 정채은 향후 관세 인상의 위협 속에 거듭 뒤집혀왔다. 그러한 전략은 중국과의 협상에서는 어느 정도 효과가 있을지 모르겠으나 불확실성을 고조시키며, 가구의 소비지출을 줄이는 문제를 낳는다. 관세 정책을 거듭 되돌릴 수는 있어도 소비심리의 부정적 추세는 쉽게 되돌릴 수가 없다. 자료들은 관세 정책에 따른 소비심리의 훼손이 현재 한창 진행되고 있음을 시사한다”라고 말했다.
미시간대의 조사는 분명 ‘소프트 데이터(soft data)’다. 다시 말해서 심리를 보여주는 지표다. 하지만 소비자의 결정이 비교적 작은 폭의 가격 변동에 의해서도 흔들린다는 걸 보여주는 ‘하드 데이터(hard data)’의 증거도 상당히 많다.
예를 들어 작년 내내 이어졌던 소매판매 변동 원인을 휘발유 가격 변화에서 찾을 수 있다. 휘발유 가격이 오르면 소비자들은 소비지출을 줄였고, 휘발유 가격이 내리면 소비자들은 소비지출을 늘리는 식이었다. 아래 차트는 존슨 레드북(Johnson Redbook)이 발표한 휘발유 가격 움직임 대비 동일매장 매출의 변동 상황이다.
휘발유 가격이 비교적 약하게만 변하더라도 소매판매에 상당한 영향을 미칠 수 있다면 우리는 관세 부과로 인한 물가 상승 시 소매판매가 받을 영향이 휘발유 가격 변화 때 받을 영향보다 훨씬 더 클 수 있다고 예상할 수 있다.
미국의 중앙은행인 연방준비제도 위원들도 그 점에 대해 우려하고 있다. 존 윌리엄스 뉴욕연방준비은행 총재는 수요일 “소비자가 현재 향후 성장에 대한 모든 부담 내지 상당한 부담을 짊어지고 있다”라고 말했다고 블룸버그가 보도했다. 로버트 카플란 댈러스 연방준비은행 총재 역시 “하지만 소비지출과 관련해서 신중하게 살펴봐야 할 것은, 그것이 사실은 선행지표가 아니라는 사실이다”라면서, 제조업과 투자 부진이 소비심리에도 부정적인 영향을 줄 가능성에 대해서 우려했다. 경제가 둔화되면 트럼프 대통령도 좋을 게 없다. 필자는 트럼프 대통령이 벌인 무역전쟁이 내년 그의 재선 전망을 위태롭게 만든다고 경고한 바 있다.
미시간대가 지적했듯이, 소비심리가 냉각되면 되돌리기가 쉽지 않을 수 있다. 지금 시점에 소비 관련주에 투자하려는 사람들은 소비자들이 외식과 새로운 가전제품 지출 비용을 줄이더라도 계속해서 살 수밖에 없는 세제나 음료수 등을 만드는 회사들의 주식을 사는 게 바람직할 것이다.
