커지는 반중 정서에 깊어지는 베트남 공산당의 고민

반중 정서가 깊어지는 가운데 베트남 국민들 경제특구 법안에 반대하고 있다.

베트남 국민들은 공산당이 베트남을 중국에 팔려고 한다며 비난했고, 전국적으로 수년 만에 가장 큰 반중 시위가 일어났다. 일부 지역 당사들이 전소됐고, 쩐 다이 꽝 국가주석이 치안 유지군에 맞서 시위대를 지키려는 듯한 제스처를 취하자 공산당 내부에서도 분열이 일어났다.

수세기 동안 계속된 중국과 베트남 사이의 의심과 갈등으로 베트남 사회 전반에서 반중 민족주의가 확산되고 있다. 그러나 일부 당 간부들조차 베트남이 중국의 투자를 얼마나 거부감 없이 수용할 수 있을 것인지, 그리고 중국 중심의 일방적 무역 흐름이 국내 신생기업들의 성장을 방해하는 건 아닌지에 대해 심각하게 고민하고 있다.

지난해 베트남 정부는 결국 SEZ 법안 심의를 연기했다. 미-중 무역전쟁 와중에 전 세계적으로 보호무역주의가 대두되면서, 공산당은 이번 달에 또 다시 문제의 법안 심의를 연기했다. 국회 소식통에 따르면 법안은 올해나 내년 입법 과제에 모두 포함되지 않았다.

공산당은 최고지도부와 정책이 정해지는 2021년 전국당대회 이후로 SEZ 법안 처리를 미룰 것으로 보인다. 중국의 경제 침투가 심화되고 있다는 우려 때문에 SEZ 법안을 전면 백지화하기로 했을 수도 있다.

지난 2009년에도 베트남 중부에서 중국 기업들의 보크사이트 채굴에 항의하는 시위가 전국적으로 일어났었다. 문제의 채굴 지역은 원시 산악지대이자 중국과의 해상 분쟁에서 중요한 위치를 차지하는 전략적 요충지라 일부 공산당 원로들은 베트남 정부가 중국에 주권을 침해하는 계약을 맺고 있다며 비난했다.

그로부터 7년 뒤 대만 기업인 포모사 플라스틱(Formosa Plastics)이 베트남 중부 해역에 유독성 폐기물을 유출하며 여러 지역의 환경과 어장을 오염시키자 또다시 전국적인 시위가 일어났다. 대만 기업은 중국 기업과 같은 기업으로 간주됐다.

호주 뉴사우스웨일스 대학의 칼 테이어 명예교수는 “베트남 내 반중 정서는 상당하다”면서 “공산당과 정부가 지난해 일어난 격렬한 반중 시위를 보고 분명히 당황했을 것”이라고 말했다. 그러나 그는 “베트남 지도자들은 중국에 대한 내부 비판을 계속해서 억누르는 동시에 중국과의 경제 교류를 촉진할 것”이라고 덧붙였다.

베트남 공산당이 중국과 협력하면서 투쟁하는 이중적 관계를 유지하면서, 국내 언론의 반중국 보도를 제한은 하지만 완전히 검열하지는 않는 정책을 장기간 펴왔다는 점이 이런 전망의 근거라는 것이다.

공산당은 딜레마에 빠졌다. 권위주의적인 국가인 베트남 공산당 권력의 정당성은 현재 세계 최고 수준인 경제 성장세를 유지할 수 있는 능력과 더불어 외국 식민주의를 떨쳐낸 민족주의 세력이라는 역사적 역할에 크게 의지한다.

공산당을 비판하는 사람들이 보기에 베트남은 이미 중국과 너무 가까워졌다. 중국은 과거 베트남을 식민지화했던 나라이자 남중국해를 둘러싸고 영유권 분쟁을 벌이고 있는 적이다. 반면, 공산당은 고도성장을 촉진하기 위해 중국이 해주는 투자의 중요성을 오랫동안 인식해 왔다. (데이빗 허트 기자)
