미국과 중국이 9일 무역전쟁 담판에 들어갈 예정인 가운데 전날 나온 중국의 무역지표가 양국 간 협상에 새로운 변수 역할을 할지 주목된다.
중국 해관총서(관세청) 발표에 따르면 지난달 중국의 수출은 지난해 같은 기간에 비해서 2.7%가 감소했다. 하지만 정치적으로 민감한 대미 무역수지 흑자폭은 3월의 205억 달러에서 4월에는 210억 달러로 더 늘어났다. 지난해 중국의 대미 무역흑자는 사상 최대인 3,233억 달러에 이른다.
단, 4월 중국의 무역흑자는 전문가들의 전망치보다 낮은 138.4억 달러로 집계됐다. 이는 3월에 기록한 326.5억 달러에 비해서도 줄어든 수준이다.
무디스어낼리틱스의 APAC 선임 이코노미스트인 스티브 코차레인은 “도널드 트럼프 대통령의 (대중 수입품 관세 추가 부가 압박)이 현실화될 경우 글로벌 경제에 큰 파장을 일으킬 것이다”라고 전망했다.
지난주 5일(현지시간) 트럼프 대통령은 금주까지 협상이 마무리되지 경우 2,000억 달러 상당의 중국산 수입품에 적용하는 관세율을 기존 10%에서 25%로 올리겠다고 경고했다. 관세율 인상 시점은 미국 동부시간으로 10일 0시 1분(한국시간 오후 1시 1분)부터다.
미중 장관급 대표단은 이날 미국 워싱턴DC에서 고위급 무역협상을 진행한다. 만일 트럼프 대통령이 협상 결과에 만족하지 않으면 관세율은 자동으로 인상된다.
미국은 로버트 라이트하이저 미국 무역대표부(USTR) 대표와 스티븐 므누신 재무부 장관이, 중국은 류허 부총리가 각각 협상단을 이끈다.
트럼프 대통령의 관세 압박에도 중국은 물러날 기미를 보이지 않고 있다. 관영 인민일보는 위챗에 올린 논평을 통해 “미국이 어떤 요구를 하건 우리에게 불리한 요구를 받아들이기 위해 절대로 양보하는 일은 없을 것이니 우리가 그렇게 할 거라고 생각조차 하지 말라”고 주장했다.
문제의 핵심은, 중국이 합의에서 벗어나려고 애쓰고 있고, 시장 추가 개방과 중국 기업들에 대한 과도한 국가 보조금 지급 억제 정책을 펴지 못할 것이란 미국 정부의 우려다. 지식재산권과 사이버 절도 문제도 협상 타결을 가로막을 수 있는 또 다른 중요한 문제들이다.
라이트하이저 대표는 7일 언론 브리핑에서 “지난 한 주 동안 우리는 중국이 기존 약속에서 후퇴하는 모습을 목격했다“면서 “우리 견해로는 용납할 수 없는 일이다“고 밝혔다. 그는 또한 ”일주일 전 열린 10차 회담 때 중국 쪽 분위기가 바뀌었다“고 덧붙였다.
미중 제10차 고위급 무역협상은 지난달 30일 베이징에서 열렸다.
중국이 많은 이슈 면에서 원래 합의에서 후퇴한 내용이 담긴 새로운 합의문 초안을 보내오자 주말 미국에서 경고신호가 울리기 시작했다. 므누신 장관은 ”합의가 크게 바뀔 가능성이 있었다“고 말했다. 그는 ”그때까지 협상의 90% 가까이가 마무리된 상태에서 중국이 급진적인 변화를 압박했다“며 ”우리는 과거 합의된 문건을 어길 의사가 없다“고도 했다.
류 부총리가 막판 담판에서 미국 측과 합의에 도출할 수 있을지는 두고 봐야 한다. 전날 나온 무역지표를 포함해서 협상에 영향을 미칠 수 있는 변수가 점점 더 늘어나고 있기 때문이다.
다만 확실한 건, 양국의 무역전쟁이 격화될 경우 글로벌 경제는 그로 인한 피해에서 벗어나지 못할 수 있다는 사실이다. (고든 와츠 기자)
