한국은행 금융통화위원회가 31일 기준금리를 1.75%로 동결한 가운데, 이주열 총재는 현재는 기준금리를 인하할 때가 아니라고 말했다.

최근 1분기 마이너스 성장과 미중 무역분쟁 격화 등으로 일각에서 기준금리 인하 가능성이 제기됐으나, 부동산 시장 안정과 가계부채 문제를 고려할 때 한은이 금리 인하에 나서기 어려울 것이라는 견해가 지배적이었다.

이 총재는 금통위가 끝난 열린 기자회견에서 “금리 인하에 대한 기대는 1분기 성장률이 마이너스를 나타내고 미중 무역분쟁이 악화하면서 이에 따른 우려로 형성되는 것으로 알고 있다”며 “그러나 거시경제와 금융안정 상황을 종합적으로 놓고 보면 지금은 기준금리 인하로 대응할 상황은 아니라고 본다”고 말했다.

4월 금통위에서는 만장일치로 금리 동결이 결정됐으나, 이날은 조동철 위원이 금리 인하 의견을 냈다. 이 총재는 이에 대해서도 “소수의견은 말 그대로 소수의견이며 이를 금통위의 시그널로 보는 것은 무리”라고 잘라 말했다.

그는 이어 “거시경제 측면에서 보면 1분기 성장은 부진했으나, 수출과 투자 부진 정도가 완화되고 정부의 적극적인 재정정책에 힘입어 성장 흐름이 회복될 것으로 보고 있다”고 말했다.

현재 2.5% 수준인 한은의 올해 GDP 성장률 전망치를 조정할 가능성이 있느냐는 질문에 이 총재는 “상반기에 비해서는 성장 흐름이 나아질 것으로 예상하고 있다”고 말했다.

그는 다만 “물론 지난 4월 전망에 비해 우려되는 상황도 있다. 대표적인 게 미중 무역분쟁”이라며 “여러 상황이 앞으로 한 달 내 어느 정도로 바뀔지 예측할 수 없어 상황을 지켜보고 판단할 것”이라고 말했다.

가계부채와 관련, 이 총재는 “가계부채 증가세 둔화한 것은 사실”이라면서도 “그러나 가계부채가 상당히 과다하다는 것은 의심의 여지가 없다”고 말했다.
