عرض التقرير شهادات لمسجونين سابقين في سجون النظام السوري بالإضافة لنتائج تحقيقات لجنة العدالة والمحاسبة الدولية والتي تحصل من خلالها باحثون سوريون بتمويل أوروبي على مستندات حكومية تثبت تورط الدوائر القريبة من الرئيس السوري بشار الأسد في ممارسات التعذيب.
تضمنت المستندات تقارير عن وفاة معتقلين تلقتها المخابرات العسكرية، بالإضافة لأوامر بتغليظ معاملة معتقلين بعينهم.
وصف المعتقلون السابقون تعرضهم لأشكال من التعذيب والإهانة تضمنت تعليق المعتقلين من أطرافهم تعذيبهم لساعات بالإضافة لإجبارهم على النزول على أربع وتقليد الحيوانات. وصف المعتقلون السابقون أيضاً ظروف السجن غير الصحية التي أدت لوفاة الكثير من المعتقلين بعد إصابتهم بعدوى.
مع اقتراب استعادة الحكومة السورية السيطرة على كامل سوريا بعد ثماني سنوات من حرب أهلية طاحنة، تظهر للسطح الأساليب الوحشية التي لجأ لها النظام لقمع المعارضة.
رصدت الشبكة السورية لحقوق الإنسان وفاة أكثر من 14 ألف معتقل تحت التعذيب في السجون السورية في الفترة بين 2011 و2019.
