2018年12月4日，浙江常山縣3名原縣領導甘土木、熊雨土、顧建華三人被衢州市柯城區法院分別以受賄罪判處有期徒刑3年2個月、5年及4年。2019年4月8日，此事經媒體曝光後引發熱議。
他們三人的東窗事發，始於8年前一次在杭州某酒店嫖娼被抓。當時甘土木在球川鎮出任黨委書記，熊雨土任常山縣計劃與經濟委員會主任，顧建華任常山縣環保局局長。
2011年4月27日，這三位縣領導接受個體老闆王某吃請，並一起在杭州某酒店嫖娼。結果，他們被杭州市公安局下城分局武林派出所抓獲。如果被發現是公務員，他們的仕途就完了。為了隱瞞自己的真實身份，他們通過武林派出所駕駛員俞歐幫忙疏通關係，得到從輕處理，僅罰款500元人民幣（約為74.5美元）。
但事情並沒有輕易結束。之後，三人陸續被俞歐和另外三個無業人員以舉報嫖娼為由敲詐。而王某為了與當地官員搞好關係以便在企業經營、工程承接方面繼續獲得關照，為他們三人多次支付被敲詐款項共計102.7萬元，其中俞歐一人敲詐了78萬元。
俞歐等4人2018年4月底被開化法院以敲詐勒索罪判刑。
由於當年他們成功隱瞞了真實身份，嫖娼的行政處罰未被通報到單位，三人中的兩人還得到升遷：甘土木在嫖娼事件後還先後晉升為常山縣委常委、統戰部長、政法委書記；顧建華晉升為常山縣政府黨組成員、副縣長；熊雨土2017年11月接受組織調查時已經退休。
在調查中，三人被查實均有利用職務上的便利為他人謀取利益，非法收受他人財物的行為。網友說，法網恢恢，8年前的事情也終要露餡。
