美國聯邦政府着手打擊「生育旅遊」，日前首次起訴19名在南加州的「赴美旅遊產子」業務經營者和顧客，其中三名華裔人士在1月31日被捕，被控罪名為共謀實施移民欺詐、跨國洗錢和身份盜竊。
近年大批中國富裕女子到美國「月子中心」等候產子，當局指，中國孕婦為了令子女出生後自動取得美國公民身份，支付大筆金錢到加州分娩，並向美國當局隱瞞已有身孕，以及隱瞞前往美國的詳情，目的是取得美國的旅遊簽証。
洛杉磯聯邦地區法院公佈的大陪審團起訴書顯示，美國移民和海關執法局在2015年搗破了三間在南加州地區的「月子中心」，這些中心以中國富人為主要客源，通常位於高檔公寓內。三名被捕的經營者包括41歲的李冬媛、53歲劉維岳和42歲的董晶。
李冬媛被指控以並非實際租住者的名義，租下大約20個單位的豪華公寓，作為「非法國際旅遊計劃的一部份」。她在其經營公司網站上宣傳自己已經處理了500個出生案例，向每個客戶收取4萬至8萬美元，提供包括指導如何應對簽證面談、填寫表格以及在到達美國機場時怎樣向海關官員掩飾赴美真正動機。
她向臥底人員表示，會教對方如何順利取得簽証以及通過海關，被告又在發給丈夫的短訊承認，自己的生意並不合法。
雖然對於女子進入美國後生產一事本身，並不構成違法，但是，執法單位認為，生育旅游業代表的是大規模的移民詐欺與洗錢。
調查人員稱，這些客戶很富有，有人願意支付10萬美元購買包括住宿、保母和購物遊在內的生育旅遊套餐，但在醫院分娩時卻支付很少費用。美國檢查官哈納（Nick Hanna）說:「他們的一些顧客甚至明確的表示了蔑視美國法律的態度，不僅忽視美國法庭要求他們留在境內配合出庭的通知，還積欠醫院帳款。 」
美國當局認為，生育旅游業可能構成國安疑慮。畢竟，生育業者的顧客當中，不乏為中國政府工作的人。他們讓孩子一出生就取得公民資格，隨時可以入境美國，一滿21歲還可以協助雙親取得綠卡。
