싱가포르발 뉴스가 일본의 경제 정책에 영향을 미치는 경우는 드물다. 싱가포르 수출이 일본 정책당국자들이 놀랄 만큼 큰 8.5% 급감하는 정도가 아니라면 말이다.

싱가포르 교역조건의 급격한 악화가 보내는 경고 신호는 걱정스럽다. 국내총생산(GDP)이 5조 달러에 달하는 무역 의존도가 큰 일본의 경제 상황이 갑자기 악화되지는 않는다. 하지만 이보다 GDP 규모가 훨씬 더 작은 3,500억 달러에 불과한 싱가포르 경제는 좋은 방향이건 나쁜 방향이건 일본이 곧 나아갈 방향을 알려주는 조기 경보 장치 역할을 하곤 한다. 따라서 싱가포르의 수출 부진은 일본 경제에겐 반갑지 않은 암울한 신호다.

작년 11월 2.8% 감소한 싱가포르의 수출은 12월에는 8.5%나 줄어들었다. 수출 통계를 자세히 뜯어보면 두 가지 사실을 알 수 있다. 첫째는 미국 도널드 트럼프 대통령의 대중 무역전쟁 영향이 점점 더 커지고 있다는 점이다. 둘째는 부수적인 피해가 심해지고 있다는 점이다. 그런데 이런 역풍들은 이미 일본 경제에 대한 자신감을 무너뜨리고 있다. 일본은행(Bank of Japan, 이하 BOJ) 관계자들은 2% 인플레이션 목표치 달성 시기를 다시 늦추겠다는 뜻을 드러내고 있다.

일본 정부의 가계 지원 정책이 인플레이션을 오히려 약화시키고 있다. 예를 들어, 정부는 취학 전 아이들에게 무상 교육을 제공하고, 휴대전화 요금을 인하할 움직임을 보이고 있다. 그런데 이런 정책들이 소비자들에게는 대단한 혜택이지만, 구로다 총재의 디플레이션 종식 노력에 방해가 되고 있는 것. 10월부터 소비세율을 8%에서 10%로 인상하려는 정부 계획도 마찬가지다. 소비세율 인상은 가계와 기업 심리 모두에게 부정적인 영향을 미친다.

2014년 소비세율이 5%에서 8%로 올랐을 때 일본 경제는 침체에 빠졌다. 그런데 가뜩이나 무역전쟁으로 전 세계 경제가 타격을 받고 있는 와중에 또다시 소비세율을 큰 폭으로 올리는 건 현명한 방법이 아닐 수 있다.

DBS은행의 어빈 시(Irvin Seah) 같은 경제학자들은 싱가포르에서 나오는 신호들은 앞으로 더 큰 문제를 예고하는 것이라고 주장한다. 최근 싱가포르의 부진한 무역 지표는 전 세계 경기 하강위험을 알려주는 신호라는 것이다.

실제로 앞으로 그런 우려가 현실화 될 수 있다. 12월 미국 증시 급락을 본 도널드 트럼프 미국 대통령은 대중국 추가 관세 부과에 부담을 받았을 수 있다. 따라서 그는 이제 중국 대신 일본이나 유럽 중 한 곳을 압박할 게 확실시된다. 그럴 경우 미국은 일본산 수입 자동차와 부품에 관세를 부과할 수 있다. (한국 경제의 타격도 불가피할 수 있다.)

댄 왕(Dan Wang) 게이브칼 연구소(Gavekal Research) 연구원은 “수입산 자동차에 대한 관세 부과는 트럼프 대통령의 보호주의적 성향을 만족시켜줄 것이다”며 “더 중요한 것은, 자동차 관세가 그의 대통령 당선에 도움을 준 자동차 의존도가 높은 주(州)들에게 주는 선물이 될 수 있다는 점이다”고 말했다.

이런 점에서 자동차 관세는 트럼프 대통령이 선택할 가치가 있다고 생각할 수 있는 도박이다. 그는 중국을 압박하기보다 수입산 자동차에 대한 관세 부과를 통해 더 큰 정치적 승리를 얻을 수도 있다. 게다가 트럼프 대통령은 미국이 중국과의 무역전쟁 충격을 얼마나 크게 받고 있는지를 목격하고 있다. 세계 2위 경제 대국인 중국의 수요 둔화는 미국 경제를 위태롭게 만들고 있다. 그리고 증시 하락으로 인한 부정적인 부의 효과는 미국과 중국 경제 모두의 신뢰성에 타격을 주고 있다.

그러나 싱가포르의 경기 둔화가 보여주듯이, 이미 세계 경제는 일본 투자자들이 걱정할 만큼 충분한 충격을 받고 있다. 그것은 다른 아시아 주요국들에서 나오는 경고 신호와 일맥상통한다. 한국의 수출 부진은 아시아에겐 나쁜 징조다. 아시아 지역 공급망의 핵심 톱니 역할을 하는 대만 반도체 위탁생산 업체인 TSMC의 재고 과잉도 마찬가지다.

하야카와 히데오(Hideo Hayakawa) 전 BOJ 경제학자는 최근 “이 모든 상황은 올해 일본의 경기침체를 신호하는 것일 수 있다”고 경고했다. 트럼프 대통령의 무역전쟁으로 일본 기업들은 투자 계획을 축소하고 있다. 더불어 무역전쟁은 기업 임원들에게 임금 인상뿐만 아니라 지금까지 부족했던 아베노믹스의 선순환을 추진할 자신감을 잃게 만들었다.

소비세율 인상도 걱정거리지만, 미국의 추가 관세 부과는 일본 경제에 더 큰 충격을 줄 수 있는 변수다. 일본 경제가 작년 3분기에 2.5% 마이너스 성장했다는 사실은 특히 더 주목할 만하다. 이후 기업과 가계가 추가로 받은 심리적 타격은 경기 반등 기대감을 저하시켰다. 일본보다 규모가 작은 싱가포르에서 일어나는 일들이 왜 그런지를 증명해준다.
