집권 6년 차를 맞고 있는 아베 신조 일본 총리가 구조개혁 지연에 따른 비용을 톡톡히 치르고 있다.

세계 최대의 공적연금인 일본후생연금이 지난해 4분기에 1360억 달러(약 150조원)의 손실을 기록했다. 헝가리의 연간 국내총생산(GDP)과 비슷한 규모다. 현재 자산 규모가 1조3900억 달러에 달하는 일본후생연금은 한국의 국민연금 처럼 일본에서 ‘연못 속 고래’로 불린다. 엄청난 자산을 보유한 가운데 자국 금융자산에 대한 투자 비중이 높기 때문이다.

일본후생연금의 적자는 물론 세계 증시 약세가 주요인이다. 도쿄 증시의 닛케이 225 지수만 해도 지난해 12%나 하락했다.

하지만 주가 하락만으로 설명하기에는 부족하다. 아베 총리의 경제 정책이 세계에서 고령화의 속도가 가장 빠른 일본에서 금융산업뿐 아니라 연금소득자들에게 어떻게 부정적인 영향을 미쳤는지들여다볼 필요가 있다.

주식 비중 확대

최근 몇 년간 아베 총리를 포함한 정치인들은 연기금의 위험 자산 투자를 독려해 왔다. 일본 국채의 마이너스 금리 또는 제로 금리 때문에 연기금은 채권 보유에 따른 페널티를 물어야 했다.

일본 정치인들의 독려로 일본후생연금의 주식 보유 비율은 전체 보유 자산의 24%까지 높아졌고, 지난 2년간 양호한 운용수익률을 기록했다. 하지만 도널드 트럼프 대통령이 무역 분쟁을 촉발하면서 상황이 급변했다.

미중 무역 분쟁이 격화되며 주가가 하락하자 노리히로 다카하시 일본후생연금 총재는 보유 자산의 상당 부분을 일본 채권으로 채웠어야 했다는 후회를 했을 것이다. 아베 총리는 양적 완화 보다 일본 증시의 상승을 뒷받침할 정책을 더 활발하게 추진해야 했다는 후회를 했을 것이다.

아베 총리가 취임했던 2012년 12월 이전부터 닛케이 지수는 이미 상승하고 있었다. 선거에서 승리한 아베 총리는 12년간 이어진 일본 경제의 침체 국면이 끝났다고 선언했다. 그는 경제를 되살리고 일본 경제의 혁신을 재점화할 세가지 계획을 제시했다. 이른바 ‘아베노믹스’의 ‘세개의 화살’이었다.

첫째는 일본은행을 동원한 양적완화였고 둘째는 재정지출 확대였다. 이는 빅뱅 수준의 개혁을 위한 사전 조치라고 주장했다. 도쿄 증시는 2013년 한해에만 57% 상승했다. 하지만 아베노믹스에서 가장 중요한 정책인 구조개혁은 2018년에 와서도 제대로 추진되지 않았다. 창업 붐 조성과 규제 완화, 노동시장 유연화, 생산성 향상, 남녀 임금격차 해소 등 보다 구체적이고 대담한 조치가 필요했지만 아베 총리는 이를 외면했다.

아베 총리는 기업지배구조를 견실하게 하고 사외이사 수를 늘리는 등 투자자들이 반길만한 일부 정책을 추진하기도 했다. 하지만 아베 총리가 마련한 조치는 고베스틸이나 올림푸스, 다카다, 도시바, 닛산 등이 직면한 문제를 예방하는데 도움이 되지 못했다.

아베노믹스의 종말?

일본후생연금의 대규모 적자는 일본의 리플레이션이 얼마나 빨리 지나갔는지 되돌아보게 한다.

최근 나오는 경제 지표는 수출과 소매판매, 임금, 산업생산, 물가에 이르기까지 실망스러운 내용 일색이다. 물가 상승률은 목표치인 2%의 절반 수준에 그치고 있고, 미국이 보호무역주의로 회귀하면서 일본뿐 아니라 아시아의 수출이 크게 위축됐다.

되돌아보면 아베노믹스에 비판적인 전문가들은 2014년에 이미 이 정책의 문제점을 지적했다. 아베노믹스는 ‘잃어버린 10년’의 치유를 위해 대증요법에 의존했고, 근본적인 문제 해결에 소홀했다는 지적이다. 또 일본후생연금의 주식 매수는 일종의 비공식적인 증시 부양이라는 지적도 있었다.

미국 정부가 연준의 통화정책 정상화를 비판하는 것을 두고 미국도 일본과 비슷한 길을 가고 있다는 지적이 나올 수도 있다. 시진핑 중국 국가 주석이 급격한 경제 성장으로 집권을 정당화하는 것처럼 트럼프 대통령에게는 주가 상승이 필수적이다. 하지만 트럼프 대통령이 증시 부양에 나서도록 연준을 압박하지 않는 이유는 뭘까? 바로 부작용 때문이다.

일본의 경우 일본은행은 금융완화를 위해 ETF를 사들였다. 일본은행은 전체 ETF의 80%에 육박하는 규모의 ETF를 보유하고 있다. 구로다 하루히코 일본은행 총재는 일본은행이 조만간 증시에서 빠져나오기를 원하고 있으나, 막대한 보유량을 고려할 때 실현 가능성은 매우 작다. 일본은행의 ETF 대규모 매입으로 일본은행의 증시 영향력이 지나치게 커지고, 주가가 기업 가치를 제대로 반영하지 못하게 될 것이라는 우려가 나오고 있다. 일본의 경우 인위적인 증시 부양으로 수천만 명이 가입한 연기금뿐 아니라 나라 전체가 어려움에 처해 있다.
