China is planning to put forward an independent proposal to promote WTO reform, Yicai.com reported, citing a government official and several sources.
Gao Feng, spokesman for the Ministry of Commerce, confirmed at a press conference that China is actively working on an overall plan for WTO reform.
A number of insiders told Yicai.com that China’s next step in proposing an independent WTO reform plan may adopt a similar approach as the EU and Canada — instead of submitting the plan to the WTO general council, it may publish the plan first.
But ultimately, to promote the reform, it requires all parties to reach a consensus and form a proposal that can be submitted to the general council, the report said.
Meanwhile, China continues to step up its efforts on this issue. Following two speeches at the WTO general council in May and July, China publicly expressed its basic position on WTO reform in November.
China, together with the EU and other members, submitted two joint proposals to reform the WTO’s dispute settlement system, and also planned to issue a joint statement at the general council meeting on December 12.
