A Filipino cyclist was killed during a cycling event in Thailand when he was hit by a van that ran a red light. In a statement, the Department of Foreign Affairs said Russel Perez, 55, was competing at the Audax Randonneurs Thailand cycling event in Bangkok on October 23 when he was hit by the van.

While Perez was taking part in the event, a van reportedly ran a red light and him and then drove away after the incident. Perez died while being rushed to Ban Pho Hospital.

Police identified the driver of the van as Chutipan Buddawiang, 29, and arrested him. Chutipan tried to flee to Cambodia before he was caught by the police.

Chutipan tested positive for substance abuse and was facing charges for reckless driving resulting in another person’s death, reckless driving resulting in property damage and taking a narcotic substance, The Nation reported.
