A 31-year-old Hong Kong mother surrendered to police after being accused of leaving her three-year-old twins home alone in a public housing estate in Kowloon for at least 12 hours into the early hours of Tuesday morning.
At 3am, neighbors were alerted by the crying of the twins, who were locked in an apartment at Narcissus House of Ma Tau Wai Estate in Kowloon City, Apple Daily reported. Worried that the children might be in danger, they called the police.
Firemen broke into the apartment and sent the twins to Queen Elizabeth Hospital for checkups. Police found no adult in the flat.
Police categorized the case as child abuse, Sing Tao Daily reported.
At 3pm on Tuesday, the mother surnamed Chan, wearing high-heeled shoes and a white dress, returned home. She saw a police notice on the door informing her that her children had been taken into police care.
Chan then turned herself in to Kowloon City Police Station and was arrested on suspicion of ill-treatment or neglect of a child or young person.
Chan, a divorcee, had her family under the coverage of the government’s Comprehensive Social Security Assistance scheme, Oriental Daily reported.
She had left the apartment on Monday to borrow money for living costs but got drunk and returned home late, according to the report.
